Pokémon Black and White director Junichi Masuda believes that there aren't too many Legendary Pokémon in the series.
Speaking with Official Nintendo Magazine, Masuda defended the amount of Legendary Pokémon in the games by suggesting that there aren't many in each game.
"Maybe there are a lot of Legendary Pokémon across the entire series, but then if you are just looking at each title, there are not many in each," said Masuda.

The question of 'are there too many Legendary Pokémon?' is one that has been debated since the second set were introduced for Pokémon Gold and Silver. There were five Legendary Pokémon introduced in the first Pokémon adventures (Red and Blue - the Legendary birds Articuno, Zapdos, and Moltres plus Mew and Mewtwo - but now there are 47 in existence.

I don't get the complaints about "too many legendaries". I quite like them, as they offer some interesting designs that we wouldn't see otherwise. I'd like to see more backstory behind them though; to see the legend that made them legendary, other than their "only one" avaialbility.
First of all it depends on which tier system each individual player uses for when they battle, and secondly it depends on how one defines a legendary. Most Legendaries are placed in an 'uber' tier and therefore cannot be used for Pokémon battling (such as Kyogre), however some are perfectly fine for standard competitive play (such as Azelf). If a Legendary Pokémon is classed as a Pokémon that is either an event Pokémon or that there is only one in a game, then no. Out of the 649 Pokémon that exist, only 47 of these are considered Legendaries. Alternative formes do not count towards this number as the Pokémon remains the same in the Pokédex (unlike an evolution, even if its stats were to change (see Deoxys, Giratina-O, Skymin etc)). One can argue that in later games there have been a lot more especially as there were only 11 between the first two generations.
If there's only one in-game with a BST of 600 or more and they do not evolve (including Event Pokémon such as Celebi), then to me that is considered a legendary, even if it isn't uber strong (unlike Mewtwo for example). If however it's part of a three-stage evolutionary line where the final evolved form has a BST of 600, then it's classed as a pseudo-legendary and doesn't count. There are six of those in all.
I don't think there are too many Legendary Pokemon because there hard to find and offer a nice reward for completing the game and as long as they keep making them interesting but keep the old ones two

but i don't like the event one where u have to go to a special place to get them because there hard to get if u miss it
I like loads of legendarrys.
I like having legendaries in-game. Sure, there are lots and lots over the whole span of the poke'mon series, but having their 'only one' catch rate and not being able to breed them takes a load off of their growing number
It also gives you something to look forward to while your playing, which I like 
The only thing that annoys me about them is how over-powered some are. I mean really, I think the gods of time and space and generally GOD HIMSELF could have waited for a later generation in my opinion.

Now that there is nearly 50 Legendaries, I no longer have the desire to seek them I once had. They all go straight into the PC never to battle again. They should have stuck with 5 a generation. They'd be all the rarer and more intersting as a result. 10 added in Gen 3, 13 added in Gen 4 and Gen 5.
It is too many. Some of them should just have been rare 'normal' pokemon, like Heatran or Manaphy. They don't deserve the Legendary status.
If they added 5 new Legends in Gen 6, and allowed you to catch 5 more from selected from older Gens, you would still get all the thrill of catching a rare pokemon without bloating the Legendary club.
If Rayquaza lives in the Ozone layer, he has as much a reason to pop up in Unova as he does in Hoenn.
As it is, the legends seem to be repeating a bit.

Why not just have 3 that control the weather in all the regions? Why do I need 4 or more monsters that summon rain storms?
I agree their are 2 much legendary pokemon. I never even use them because their mostly classed as uber pokemon so wheres the fun in using them? I like battling without them because i find it better using other pokemon. Sure it is fun to catch them but many of the legendaries are pointless and not every one can get the event ones.
There should only be about 5 legendaries in each Generation. I dont think they should stop makin legendaries if they do make a new game, as i think its still a great feeling when you catch them especially if your like me and when u catch with the first round of the battle with a Quick ball
. However i still just leave in my box just so i can have my pokedex full. And I also hate wen people younger then me are always talkin about How amazing using legendary pokemon is. Im gnna be 18 and i grew up with all the old games and wen i was younger i did think they were awesome but now its just getting old.
There's no real pride to having a Legendary now, or at least, not as much as there used to be. They've becomes trophies that you collect and show off. Back in the day, people used the likes of Zapdos and Ho-Oh in battle as it meant a real sense of accomplishment in Pokemon. Now it just doesn't feel as special to catch Legendaries, you don't get the 'success!' feeling or adrenaline even catching them you once did.
Another problem is that some of them could have been saved for later generations, perhaps for storyline purposes even. Cresselia and Darkrai could have for example had a great story of light vs dark about them, but instead they were placed as extras in Diamond and Pearl. Why? Why not give them a real purpose to fulfill other than being another Pokemon to catch, and therefore giving the next game something good about it already? I've just no longer the desire to find Legendaries that are unnessecary, and that's what a lot of the Legendary Pokemon feel like to me these days. =/
at the minute yes i mean having 13 in one game is a bit much to be honest i mean 5 at a most in a game if their in the story line then it changes things but if theyre just waiting in one place type pokemon then its just dull after a amount of time of the same thing
I think that event legends are ridiculous. I think that you shouldn't force people to go to an event or make people get a particular game just to get a particular Pokémon - it is unfair on the people who have a life.
Legendary pokemon are cool but I agree that some could have been put in the storyline or something instead of someone saying "I think there's a legendary pokemon in that cave".

I like the amount of legendaries, but I wish you could get ones from older generations. Personally, ive always wanted a Cerebi, but I live in the UK. Sigh.

47?! That's stupid! But the thing I hate most about Legendaries is when they are event-exclusive but Nintendo can't be bothered to distribute them. I still want my Celebi for the original GSC games!
I reckon In later gens the sheer amount of then added is on the verge of ridiculous, I mean 13!? I reckon there should be around 6 or seven every gen and maybe some old ones. This could include the big main two, the trio of legendarys ( such as azelf, mesperit and uxie) and one or other ones
